El conjunto estaba resuelto con una cubierta que tenía como punto de partida un bloque de <i>Viroterm</i> -viruta de madera que, en aquel tiempo, era de uso muy frecuente. El edificio es obviamente una materialización de la retórica tecnológica e infraestructural de <a href="http://es.wikipedia.org/wiki/Archigram" marked="1">Archigram</a>; y aunque las consecuencias últimas de este enfoque se fueron manifestando con el uso cotidiano, resulta evidente que pueden alegarse en su defensa algunos logros paradójicos. En primer lugar, tiene un extraordinario éxito popular, tanto por su naturaleza sensacional como por todo lo demás. En segundo lugar, es un brillante alarde de técnica avanzada, que a todo el mundo le recuerda las refinerías de petróleo cuya tecnología intenta emular. Sin embargo, parece que fue concebido dedicando una atención mínima a la especificidad de su programa, a los fondos artísticos y bibliográficos que estaba destinado a albergar. Representa ese planteamiento de diseño centrado en la indeterminación y el máximo de flexibilidad, llevado hasta sus últimas consecuencias. No sólo fue necesario construir otro 'edificio' dentro de su volumen esquelético con el fin de proporcional suficiente superficie de pared y cerramiento para la exhibición de obras de arte; sino que también el empleo en todo el conjunto de vigas trianguladas de 50 metros de luz, con objeto de asegurar la máxima flexibilidad, parece haberse demostrado excesivo. En el primer caso, tenemos una falta de superficie mural; en el segundo, un exceso de flexibilidad. El hecho adicional de que la escala del edificio sea bastante indiferente a sus contexto urbano y de que sea incapaz de representar su rango como institución es coherente con la postura ideológica de la que procede, puesto que tales preocupaciones siempre fueron ajenas a la escuela inglesa inspirada en el diseño <a href="http://en.wikipedia.org/wiki/Buckminster_Fuller" marked="1">Dymaxion</a>. Una de las ironías no deliberadas de esta obra parece derivar de la vista espectacular de la ciudad que se tiene desde los tubos acristalados de las escaleras mecánicas de acceso, suspendidos de la fachada oeste del edificio. Estos accesos pronto se quedaron pequeños para acoger una media diaria de más de 20.000 visitantes, muchos de los cuales no venían por los servicios culturales que se ofrecían sino por el edificio y por las vistas.</span><br /><span style="font-style: italic;">
